1. GENERAL RULES:

The aforementioned Tournament shall be conducted in accordance with the latest FEDERATION INTERNATIONALE DE BASKETBALL (FIBA) Rules and the Regulations of International competitions as modified by and/or supplemented in the guidelines stated hereunder.

Any unforeseen event nit covered by the rules shall be dealt with as follows:

1.1. Cases of general nature shall be resolved in accordance with the PRISAA Games Rules
1.2. Technical question shall be referred to and resolved by the Tournament Director
1.3. In cases of problems not covered by FIBA and PRISAA Games rules, the final decision shall rest with the Technical Committee composed of the Referees, the Tournament Director and the National Executive Director in consultation with the Executive Board.

2. SPECIFIC RULES:

 1. ELIGIBILITY RULES

All participants must be eligible to play in accordance with the Eligibility rules of PRISAA National Games

2. TEAM ENTRIES:

  • Only one team entry per division will be allowed per delegation.
  • Men’s Division (19 and above but not more than 25 years old)
  • Women’s Division (19 and above but not more than 25 years old)
  • Girl’s Division (18 Years old and below, Youth or Secondary Division)
  • Boy’s Division ((18 Years old and below, Youth or Secondary Division)

3. TEAM COMPOSITION:

A team shall be composed of fifteen (15) players but only twelve (12) players are allowed to play every game and three (3) team officials. (Head Coach, Asst. Coach/Trainer & Team Manager)

4. TOURNAMENT FORMAT:

4.1. Should there be eight (8) or more entries, teams will be divided into two (2) groups – Group A and B. Teams in each group will play Single Round Robin to determine their ranking. Two (2) teams from each group will qualify to the Semi-Final round where the Cross-Over system of tournament shall apply. In the final match, Losers will play for 3rd and 4th places and the winners will play for 1st and 2nd places respectively.

5. BREAKING OF TIE OR TIES

5.1. IN CASE OF TRIPLE TIE:

For three (3) or more ties, the FIBA Quotient system shall apply. The ranking will be determined by win-loss record of a team

5.2. IN CASE OF A TIE ON WIN-LOSS RECORD BY TEAMS IN DIFFERENT GROUP, the ranking will be determined by the total points scored for the series.

5.3. IN CASE OF A SIMPLE OR TWO-WAY TIE
The Win-Over-The-Other Rule shall apply. No way that there should be a Play-off.

6. UNIFORM:

Players may wear the color of their uniform issued by their region or their school officials Sports Uniform if the member of the team comes from one school only or majority of the team member and numbered from 4-19 only. The registered number of the player will be the same number to be used throughout the tournament.

7. CONDUCT OF GAMES:

7.1. No smoking around the area
7.2. No Alcoholic smell of coaches, players and officiating officials around the area
7.3. No firearms and deadly weapons
7.4. No coaches, players or any other personnel with teams who are influenced by illegal drugs
7.5. Only the Coach of the team is allowed to stand during the game
7.6. Two unsportsmanlike acts of player will cause disqualification from the game
7.7. Three (3) indirect Technical Fouls by a coach will cause disqualification from the game
7.8. Disqualified players and coaches will be meted one (1) game suspension on their next scheduled game.
7.9. “No coach No Play Rule” shall apply throughout the tournament
7.10. “No ID No Play Rule” shall apply throughout the tournament.
7.11. In case of a “Free for All” where the referee could not identify the player who started the fight, the following rules will take effect: In any match played, both teams shall lose the game and will be banned from the tournament”.
7.12.. All forms of misconduct during competition shall be subject to sanction in accordance with FIBA Sanction Scale.
7.13. A player who receives two (2) cautions (yellow card) shall automatically be suspended for the match following the match of which he receives the second caution card.
7.14. A player who is expelled from the field of play by the referee shall be suspended for the next match.

8. PROTEST:

Protest on Eligibility, the PRISAA Rules will apply: Protest on Technical Rules, FIBA Rules will apply provided all required procedures/protocol in the PRISAA Handbook for protest were followed.

9. POWER OF THE TOURNAMENT DIRECTOR AND GAME COMMISSIONER.

9.1 Shall be able to talk with the Head Coach and Players to cool down any heated situations and prevent.
escalations of violence.
9.2 Make classifications on technical matters to ensure that the game is put into the right play.

10. PRIZES AND SPECIAL AWARDS:

Prizes shall be awarded to the winners.

Champion – Gold Medals & a Certificate

1st Runner-Up – Silver Medals
2nd Runner-Up – Bronze Medals

11. VICTORY CEREMONIES:

Victory ceremonies shall immediately follow after at the conclusion of the tournament.

12. COMMENDATION:

The mythical 5 for men & women will be selected and awarded the Certificates of Achievement:

2 Best Forward
1 Best Center
2 Best Guard

Best Coach of the Season

Certificate for the Most Valuable Player (MVP) in both men, women’s and Junior’s division.
